Poland Set to Slash Child Benefits for Ukrainians in Bold Overhaul

The Polish government is preparing a draft law that will link child benefit payments to parents’ employment and tax contributions in Poland. The law is expected to be revealed before the upcoming presidential election.

The “Family 800+” programme, which provides families with 800 zlotys (€192) per month per child, has become a significant topic in the presidential race. The proposed changes are expected to impact Ukrainian recipients, who make up the largest group of foreign beneficiaries in Poland.

Rafał Trzaskowski, mayor of Warsaw and the leading candidate in the presidential polls, has suggested limiting access to the benefit for Ukrainians to those who officially reside in Poland and pay taxes.

Proposal to Restrict Benefits

During a campaign rally on 17 January, Trzaskowski argued that it was a mistake for countries such as Germany and Sweden to offer social benefits as an incentive for immigration. He stressed that Poland should not repeat this approach.

The Polish Interior Ministry is reportedly preparing an amendment to the law that would change how foreign nationals, including Ukrainians, access the benefit.

Public Support for Change

A February poll conducted by the Pollster Research Institute for Super Express showed that 54% of Poles believe that only Ukrainians who live in Poland and contribute to the tax system should be eligible for the “Family 800+” benefit.

The draft law is expected to be presented for interministerial approval and public consultation in April, prior to the election.

The government is aiming to balance the financial sustainability of the benefit programme with its ongoing commitment to supporting refugees.
