Deployment Details
Officials have stated that this force would not exceed 30,000 personnel and would not engage in frontline combat. Instead, it would serve as a “reassurance force” to deter further hostilities and support Ukraine’s reconstruction efforts. Discussions on the plan are reportedly being led by the UK and France, with multiple NATO allies potentially involved.
Air and Maritime Security Measures
Alongside troop deployment, European allies are considering measures to help Ukraine restore its airspace. A NATO-style air policing mission, similar to those in the Baltics and Romania, could see fast jets based outside Ukraine monitoring and securing reopened civilian air routes.
Maritime security is also a priority. The Royal Navy and Nordic allies could play a key role in demining operations and escorting civilian vessels in the Black Sea to aid the resumption of trade. President Volodymyr Zelenskyy has publicly supported the involvement of the Royal Navy in securing Ukraine’s shipping lanes.

The Russian government has strongly opposed any European or NATO troop deployment in Ukraine, calling it “unacceptable.” President Zelenskyy has reiterated Ukraine’s need for security guarantees from NATO partners or the capability to strengthen its own military through increased funding and weapon supplies.
